The sling entry mentions the option to use smooth stones, rather than sling bullets. Does this mean I can forego the cost of sling bullets by finding smooth river stones to use, or grinding smooth other stones for use as sling stones?
I've had a few PFS characters who couldn't afford a decent ranged weapon or its ammo, and so needed to settle for a free option such as a club or a sling.
I'm assuming this is permitted since (1) it is explicitly mentioned, (2) rocks don't have an entry in the gear table, and (3) there would be little point in making the sling free if you still needed to buy the ammo. But I figured I would confirm before writing "river stones" on my character sheet.

Strictly speaking, no, you must have paid the 1cp for 10 bullets in order to have them on inventory. That being said, if it's not your *first* session and you're at exactly 0gp, you could easily spend your downtime creating/scouring for usable smooth rocks in the hundreds in a single Earn Income check.
My recommendation, to be as conservatively legal as possible, would be to ask another player to spend two copper pieces to purchase the sling bullets and loan them to you for the duration of the session. At the end of the session you would return the bullets, you could buy your own, and they can decide either to add them to their sheet or just "lose" two cents.
That's my two cents, anyway.
