Relentless stalker and Reactive Pursuit are useless?

So the trigger for these three reaction are "an adjacent foe" but must likely a foe living an square would use an "step" witch does not trigger reactions, is this just though to be used against beasts an animal that wouldn't use steps or what's the point? It's seams useless if you are fighting an NPC am I wrong?

Our party's rogue has used Reactive Pursuit to great effect in Agents of Edgewatch.

Not everyone Steps first. Many creatures and NPCs have abilities that they wold be unable to use if they Stepped and then Strided.

And hey, if the enemy spends two actions to successfully disengage, then this feat becomes more powerful, not less. It's nearly equivalent to Stunned 2 in that the enemy only has one action left with which to hurt the party at that point.

Reactive Pursuit (but not RelentlessStalker) is also great if both you and the enemy happen to be climbing, flying, or swimming, since Step only works on land.
