I'm currently running Kingmaker as a solo adventure, and my player has come up with some questions, mostly just about Lady Jamandi's call for heroes. He's confused a bit about why Lady Jamandi would give a charter to a bunch of level 1 nobodies to expand the lands of Restov. He thinks that Lady Jamandi would at least vet the people that come so that they know they have suitable help, although that also kind of kicks out the Black Tears' appearance.
He's not super frustrated by it--it just seems like a consistency error to him--but he would be interested in finding out more about this. I haven't seen any discussion online about it, so here I am.

This is covered in the adventure, but the short version is: they aren't hiring nobodies. They're hiring a wide range of heroes and mercenaries and the like, and sending them each to different parts of the Stolen Lands. The PCs are being sent to the "least dangerous spot," while other more accomplished NPCs are sent elsewhere. This is intended to help give the PCs the feeling of growing into the role and eventually eclipsing the other groups that were sent deeper into the Stolen Lands.
Lean into the fact that the PCs aren't the ones that are looked at as the "heroes" here, but as the ones that get to go in to handle the easy stuff while the higher level NPCs are sent to the tougher parts of the world. But that also she's hoping to spread the opportunity around to the established
"heroes" (such as the Iron Wraiths) and to give chances at glory to "hungry new adventurers" like the PCs.

I got the same problem with the campaing's premise. Thinking on it, I decided to run an miniadventure that precedes the "Call for Heroes" chapter: a minor noble from Restov (who learns that Jamandi is organizing a venture to pacify the Stolen Lands) hires the PCs to recover an historical relic important for the Swordlords. In doing so, he hopes to impress Jamandi Aldori, gaining a "ticket" to this new Swordlords' enterprise. He will act as an patron of the group at this point, and expects to recieve a proper return for his investment, on the future.
I'm not completely sure about where on Brevoy (or at the Stolen Lands)
I can place this miniadventure... Any thoughts or ideas are welcome!

If you want ideas for a premise for the party to be brought together and draw the attention of Lady Aldori here are some I prepared earlier.

There is a 1st Edition Pathfinder Society Scenario called "The Horn of Aroden" set at Silverhall in Brevoy. Should be ideal for what you want! I would just replace the three magic items in it with
+1 Aldori Duelling Sword
Wondrous Figurine - Onyx Dog
Hat of Disguise
Use the Thorn River Bandits on page 168 for the bandits in this scenario but replace any Stag Lord badges with different silver jewellery.
Remember to divide all money and treasure by at least 10
