What on Golarion is going on with the Howl of the Wild cover? Has Charikleia totally lost her mind and is trying to live her dream of flying with the birds by wrangling a rock with a lasso?
And poor Baranthet is struggling to maintain his grasp of the (large?) minotaur, while hanging from what looks like one leg of a tripod connected to fragile spyglass?
Telero appears to be the only sensible one, trying to ward off the creature before his friends get themselves killed!
Am I seeing things correctly? How do you interpret the image; what the heck is going on?

To me, the image reads very much like an airship version of the old DRIVE ME CLOSER meme with the non-ranged folk desperately trying to melee strike a flying enemy.

Given the fact that the crew aren't really portrayed as people who fight, and the haphazard nature of it all I don't think any of this was planned. In my eyes I feel like maybe the airship accidentally flew into this Rocs territory and in their attempt to either veer out of it or the Roc attacking the ship Charikleia nearly fell off and Baranthet caught her in time and is trying to pull both of them back up(or at least prevent fallen) Telero is firing arrows to try and Harry the bird back while his allies recover.
I think this or something like this is likely what is going on because Charikleia clearly as a look of concern or fear not the foolish bravery others are reading into it.
I also have no evidence of this but I feel like Telero and Charikleia are probably of the medium sized varieties of their respective ancestries (but thats just guesswork, I can't point to any confirmation that I can recall.)
I also think the "tripod" thing might be a cane.
If you follow the rope of the "lasso," it looks like its attached to the railing of the ship so I doubt it actually is a lasso.
