To potentially knock off the obvious/tell you what I've already looked at- Sandpoint, Otari and Ravengro already have places of pride on the map. I've also gotten the Towns of the Inner Sea but haven't gotten in to it yet.

I've never done anything there, but I'm somewhat partial to the description of Wolf's Ear. Small town (pop numbers unlisted) of Perfectly Normal Villagers™ that began its life as a haven for werebeasts to escape persecution. Then one day, the Lord-Mayor of the big city that lay claim to the surrounding region took umbridge with this and sent an inquisition to drive off all the hidden werebeast in what turned into a bloody war. Either way, in the end they Definitely Got All of Them* and now the remaining townsfolk are a bit odd and reclusive, but are all totally normal humanoids who simply like their privacy and have curious grooming habits.
*Editor's Note: Rumours persist that maybe not all of the werebeasts were driven off or slain. Surely this is nothing but spurious rumourmongering and not at all because a large minority of the population are in fact werewolves, with an eclectic mix of other werebeast types.

I should have thought about Falcon's Hollow long before I did- thanks Towns of the Inner Sea!
But I've also read the chapter of Diobel; I admit that I don't really spend much time around Absalom, but this might change my mind- particularly the rest of the Isle!

If you have Crypt of the Everflame, Kassen is a nice little starting area with some class mentors already provided, located in northern Nirmathus. IT has about 750 people. I've both used it as GM and play in it as a player and it has a solid structure but also a lot of flexibility for a GM to tweak it to their liking.
In first edition it's a relatively isolated town in a nation at war. In second, Lastwall , it's close neighbor, has fallen and if the GM so wishes it is getting flooded with refugees.
