To say the same thing with more words:
There isn't a limit on how many hero points you can use during your turn or during a particular phase of your turn.
There is the Fortune effect that will prevent you from using more than one hero point on the same roll.
But yes, if you decide to make a regular recovery check and fail it. Then you can use a hero point on the recovery check to reroll it. If you still fail it, then you can't use another hero point to reroll the check again. But you could let that failed recovery check stand and move on with your turn, and then immediately use a hero point for heroic recovery - which is a separate event from the recovery check that just finished.
