Is "incapacitation effect" a Trait?

I have a problem with understanding the Disrupting (Greater) rune rule.

Source Core Rulebook pg. 584 4.0
On a critical hit, instead of being enfeebled 1, the undead creature must attempt a DC 34 Fortitude save with the following effects. This is an incapacitation effect.

Critical Success It’s enfeebled 1 until the end of your next turn.
Success It’s enfeebled 2 until the end of your next turn.
Failure It’s enfeebled 3 until the end of your next turn.
Critical Failure It’s destroyed."

My understanding is that it is the effect of being destroyed as undead incapacitation. The GM says you can't destroy creatures level 15 or higher because it's a trait. Who is right?

Because it's weird, neither the rune has the trait in Nethys archives, nor the trait incapacitation is the rune mentioned.

"Has the incapacitation trait" and "is an incapacitation effect" are pretty much the same. Anything that has the X trait is an X effect. An effect with the fire trait on it is a fire effect, an effect with the incapacitation trait is an incapacitation effect.

If something says it's an incapacitation effect, like the rune does, then it's clearly an incapacitation effect. So the incapacitation runes apply.

The reason they write it like this and don't slap an incapacitation trait on the entire item, is because the rune also does other things than this specific effect, and they only wanted to make this effect incapacitation.

The other part of the rune, doing bonus damage, just works, it doesn't care about levels.

In case you're misunderstanding it, it's not being destroyed that's the incapacitation effect. That entire part after the words "On a critical hit" is. That means creatures that are level 15 or higher, which is higher than the rune's level, treat their saves as one degree better than they roll. So even if they roll a critical failure, it will be treated as if it was only a failure and they would be enfeebled 3 until the end of your next turn. But there's no such thing as "double crit success", so critical success is the best it can get even with the "one degree better" treatment, so the worst result you'll get (as a player if the monster saves or crit saves) is that they're enfeebled 1 until the end of your next turn. And as Ascalaphus says, the damage is not part of the incapacitation effect so it would be doubled as normal on a crit
