Questions regarding Psionic Tattoos

I know this has to have been addressed at some point but my google-fu has failed me.
I have 2 main questions regarding Psionic Tattoos.

First up, regarding power limit. I understand that the "power" itself has to be 3rd level or lower, but:
(a) can the power be augmented? ... and if so
(b) how far can it be augmented? Can you spend more than 5pp for the power?

The second question is in regards to the use, AoO, and subsequent concentration check. One of the great things about the tattoos is that you can make them and hand them out to your party. However:

Tapping a psionic tattoo provokes attacks of opportunity. A successful attack (including grappling attacks) against the wearer forces a concentration check.

Which brings us to:
When you make a concentration check, you roll d20 and add your manifester level and the ability score modifier used to determine bonus power points for that class.

Anyone can roll a d20, so that’s not a problem. But most classes do not have a manifester level or an ability score modifier used to determine bonus power points. Even accounting for spellcaster concentration, you still have many non-manifesting and non-spellcasting classes. I’ve seen various posts (based on scrolls) that seem to believe that the writer of the scroll somehow effects the ability of the reader to remain focused on the scroll in the midst of combat, but no one has been able to reference RAW.

I would use the caster level of the item, and minimum ability score to cast the spell.
