Not finding much about exploration around town or major NPCs. What's the settlement level, type of government, and religions?
Rule of Fear, the Ustalav setting guide for 1e, has some information, as well as Carrion Crown book 2, Trial of the Beast.
The government is listed as "council" in 1e - it's part of the Palatinates, the eastern counties of Ustalav that became democratically led. They care deeply about the rule of law, and their judges are known for being strict but fair. They are more concerned with finding the truth than finding a scapegoat.
As with many Ustalavic cities, they love Pharasma. The cathedral is called Gravecharge and has a facade of an army of skeletal horses on the dome.
i would estimate it as being like, a level 11 or so settlement? It's got a famous university and a long history of philosophy and treasure hunting. Plus now the university is a bastion of Stasian technology research.
They also have some fun with Old Gods cults who are drawn to the mysterious ring of megaliths just at the edge of the city--called the Spiral Cromlech. There's also some occult ties, what with the Order of the Palatine Eye having history in the city.
There is a settlement stat block on page 7 of Book 3. It’s level 7 settlement, but treats as level 10 in regards to availability of occult items.
As someone else mentioned, there is a spread on it in Rule of Fear. Even though the book is 1e, it’s mostly setting material so still totally useable, and readily available as a PDF download. The spread is a couple pages and includes a map of the city with 4-5 locations of note. There’s another couple page’s elsewhere in the book on the county that Lepidstsdt is located in.
