What is the counteract level of Counterspell? Is it 1 because it's a level 1 feat? Or is it the level of the spell slot expended?

It is the level of the spell slot used. The feat and the feat's level doesn't come into the calculation at all.
What you can counteract depends on the check result and the target’s level. If an effect is a spell, its level is the counteract level. Otherwise, halve its level and round up to determine its counteract level.
