Are both of these feats valid, or is the newer one supposed to replace the older one?

Prerequisites: breath weapon species trait
Benefit: Whenever you deal damage with your breath weapon, all enemies that can perceive you must succeed at a Will save with a DC equal to 15 + your Charisma modifier or gain the frightened condition for 1 round.

Paizo has a hilarious and embarassing history going back into the early days of Pathfinder 1e of reusing the same names for feats, class features, and spells. Once they even used the same name for two totally unrelated NPCs in two different APs.
This one is clearly a name duplication, not a reprint and revision of the original feat.
