Both. Unless you have a subscription, in which case you get the pdf for free when your order ships.

Setting aside the fact that Paizo said that they're not returning to PF1, such a book would probably be 1000+ pages long and thus incredibly difficult to get sold in stores (too big, shelf space isn't infinite) or online (shipping costs, binding quality).
