How can I decide the HD and STATISTICS of a Troop Subtype creature?

In page 265 of Bestiary 6, I found the rule of Troop Subtype.It says that Troop's base damage is depended on its HD. However, I can not find any description of how to decide the HD or HP of a creature with this subtype. According to page 267, Troop, Goblin's HP is 52 (8d8+16). But a single goblin's HP is 6 (1d10 +1). I can find the rule about it. Also, I want to know how to decide all the 6 base statistics of a troop.

Technically, you can set the HD to be whatever you want, but doing so makes it a harder or easier fight and would adjust the CR as appropriate. This could mean the troop is filled with individually better fighters, or just that you've crammed more soldiers into it, but you have to adjust the other stats as appropriate.
