In the RL section of the map the random encounter table has hunters and suggests that they are likely neutral friendly npcs who can give rumors. But could be poachers who attack the party instead of being caught.
My question is tho. How could someone tell whonis a hunter and who is a poacher. The Rostlan Hinterlands isn't officially part of Brevoy so who would they be poaching from?

"Poacher" in this sense would also apply to an evil hunter who kills animals for profit or personal glory or to harvest a small part of the body and leave the rest to rot, rather than for sustenance or shelter or other basic needs. So... not so much a crime against a society, but a crime against nature.
Of course, once the PCs start building a kingdom, the poachers could be breaking their laws.
But a quick and easy in-game difference can be seen as: evil = poacher, non-evil = hunter. Not all hunters are non-evil, but all poachers are evil.
