army consumption not adjusted for army's level?

The Player's Guide does not specify adjusting the consumption of an army based upon the army's level (at least, not that I've been able to find in my copy of the PDF).

Was this information not copied over from the "core" book to the PG? Or is the consumption of an army the same, regardless of its level?

Increasing the level of the army does not increase its Consumption, from the AP book.
