This dc is 11? or 11+the hidden creature stealth?

You've landed in the 3rd party rules help but also to answer: a flat check us a d20 with no modifiers against a static DC. In this case, a DC 11 flat check means needing to roll an 11 or higher on the die, or exactly 50-50 odds.
