NPCs and weapon critical specialization effect

Do NPCs that are wielding weapons get access to the critical specialization effect of the weapons they are using? If so is there a minimum level where this starts?

Not unless specifically listed as one of their abilities. This is true of all NPCs; everything's listed so no need to ponder what hidden abilities might not be in their stats.

There is a handful of monsters w/ explicit military or weapon-master vibes that have it, as do some NPCs built like PCs, but Critical Specialization is mostly a PC ability.

That was my understanding. Just wanted to make sure I didn't miss a rule somewhere. thanks
