Alex Speidel commented specifically about PFS here.
Aaron Shanks also responded about Paizo generally not attending PAX Unplugged 2021 here.
I think the general combination of short notice and being in-person just makes it hard in general on top of everything else. It's unfortunate but understandable (as I've said a few times).
I hope that maybe next year they'll be able to participate because I'd love to see that Con get more legs, especially if the pandemic continues to abate.

PAX Unplugged committee member here. Paizo had pulled official support for PAX Unplugged a few months back, which was/is understandable, as it wasn’t clear what the CoVID situation would be by December. That meant that we would not have had a dedicated room for PFS/SFS as we had in 2019 (and I think there was in 2018). Committee members reached out to PAX contacts to determine if there would be a space that we could setup in the RPG room, but they didn’t receive a response. That would mean that any games run would have been restricted to being run at open tables in the dealer hall, which has limited hours compared to the rest of the convention. Given the difficulty of trying to organize/coordinate games there and the financial situation of needing to support things ourselves and pay for hotels/parking, the committee decided it would be better to not run games this year rather than provide a potentially bad experience. We are excited to return to PAX Unplugged with better support in 2022.
