Speed change mid-stride

If an effect adjusts your speed value while you stride, do you adjust immediately? I'm thinking effects that can impose speed penalties during your stride like Web, Caltrops, or reactions, not so much difficult terrain which has its own rules.

The penalty applies immediately, and if you get a penalty larger than your remaining movement, you stop. For example, if you fail against a Web spell, and you only have 5 ft of movement left, the -10 would cause you to just stop. Any additional move actions would have the -10 penalty.
