I'm bothered by the lack of a lvl 20 slug throwing pistol. All the ones that level have special ammunition darts, rockets, burning bullets. So I'm considering this as a final step in the rotating barrel pistol series and would appreciate feedback on if its balanced and if not what to change.

Does the gasconade hand cannon not do it for you?
But in all seriousness... for a small concealable weapon 10d4 is probably fine... but, outside my personal distaste for the d4 die in general 25 average damage is lower than the 30.5-36 of other level 18-20 projectile weapons.
What I'm saying is: It's balanced because it's worse than the other options.
