Is this intended to allow someone to learn spells from outside of their tradition?

Nope, just a faster way to swap repetoire spells. Unlike crossblooded evolution, it does not have language allowing you to use your repetoire (which is linked to a tradition) with other spells.

These secondary spellcasters would also have to be spontaneous casters, right? No way for a sorcerer to learn a spell from a wizard or anything like that.

@thejeff Correct, only spontaneous casters have spell repertoires, so this would have to be between two spontaneous casters.
