Paizo publications are outlined and developed internally, written with the contributions of freelance authors who are writing to the outlines' specifications. In my time at the company, it hasn't accepted unsolicited pitches.
Paizo staff do, however, watch various online spaces to hear what fans would like more of in the game, often considering ways to include those requests in future products. So while I can't accept unsolicited manuscripts, I might see a thread on this website that's clamoring for more uplifted bear options in Starfinder. The next time our team plans a product, I can remember that "Oh yes, many people would like bear options." Likewise, we occasionally find new authors based on their cool ideas, helpfulness, and the knowledge they showcase in public spaces; when I'm outlining a page of new uplifted bear options, I might reach out to that uplifted bear enthusiast and invite them onto that book's writing team.
If you just want to see more azata options, you might create a thread in a Pathfinder or Starfinder channel calling for more azata creatures, including your idea as one possibility. That way others could chime in to share their own interest. If you want to write the creature you've imagined, you might find some third party publishers open to pitches, which (especially if you're newer to game design) can also be a great way to build your connections and portfolio.
In short, there are various ways to make your idea a reality, but Paizo folks can't accept submissions they didn't request as part of an official project.
