Playing a lot of Mario and Luigi Partners in Time. I want to replicate that in a party.

So in it, Mario and Luigi team up with their baby selves. Despite being the same level (usually), the babies have lower stats, cause you know, they're babies. Well I'm going to be GMing only 2 players, so I figured I'd let them each have a second character, but they are weaker than the main characters. I'm thinking it could be like a superhero and their sidekick type of thing.

Problem is, I'm not sure how to do this while keeping balance.

I have 2 ideas, but I'm not sure how great they are. The ideas are something like having the Degenerate template on the side characters, but the Advanced template on the main characters, or the side characters are always down a level from APL (though keeping wealth as if they weren't), regardless of experience, whereas the main characters are up a level (also keeping wealth as if they weren't) . That way, APL is as it normally would be if this was a normal game.

What do you think? Any alternate ideas for this? Thanks in advance.
