I've seen developers say different opinions in regards to this feat:
From Michael Sayre, a Designer of the d20 system working with Paizo:
"It basically just lets you make a melee attack at any point in your mounts movement. Normally your charge would end your movement adjacent to the enemy, this just lets you hit him and keep moving."
I'm also aware of this thread by SKR:

Can a rider move partially past an enemy before performing his attack? Such as striking it from the side instead of the front to take advantage of flanking.

While mounted and charging, you can move, strike at a foe, and then continue moving.Prerequisites: Ride 1 rank, Mounted Combat.
Benefit: When you are mounted and use the charge action, you may move and attack as if with a standard charge and then move again (continuing the straight line of the charge). Your total movement for the round can't exceed double your mounted speed. You and your mount do not provoke an attack of opportunity from the opponent that you attack.

Charging is a special full-round action that allows you to move up to twice your speed and attack during the action. Charging, however, carries tight restrictions on how you can move.
Movement During a Charge: You must move before your attack, not after. You must move at least 10 feet (2 squares) and may move up to double your speed directly toward the designated opponent. If you move a distance equal to your speed or less, you can also draw a weapon during a charge attack if your base attack bonus is at least +1. You must have a clear path toward the opponent, and nothing can hinder your movement (such as difficult terrain or obstacles). You must move to the closest space from which you can attack the opponent. If this space is occupied or otherwise blocked, you can’t charge. If any line from your starting space to the ending space passes through a square that blocks movement, slows movement, or contains a creature (even an ally), you can’t charge. Helpless creatures don’t stop a charge.
My interpretation is that the bolded parts still apply. You move to that space, then attack, THEN the benefits of Ride By Attack kick in (you continue moving and don't provoke).

Sean's opinion is pretty unambiguous. You have to make the attack at the first point from which you can attack (the closest square to your starting point). He even includes a link to show possible points at which you can make your attack in that thread. Hello, I am a link to a charge diagram.
Do you have a link to Michael's post for comparison?

This was written in 2012, well before Michael joined Paizo in any capacity. He was a player when he wrote this. (Unlike many who made the jump, he continues using the same messageboard handle. I think his onboard date was in 2017.) Michael made many charge-related posts in the 2012-2013 era and you can find several where he asks for clarification and is happy to be pointed to Sean. In other words, Michael wasn't entirely correct when he posted that.

The Wheeling Charge feat explicitly allows you to take your attack from anywhere along your movement. And allows you to make a turn while charging.
