If a cleric fails dismissing a devil (who rolled a successfull ST), can she try a second dismissal immediatly or the devil is safe against this kind of spell (the spell of the specific cleric)?

There's nothing stating that you are immunized after a save, so if they cast a new spell, yes, they can force them to save again on their following turn of as a swift action if they use a quickened dismissal.
