Here are a couple of questions I have in regard to Hags and Covens
1. Sea and Annis Hags do not have an innate spell casting ability. How will this effect them casting coven spells?
2. Are all coven spells considered level 5 unless specified? And what does that do to spells added from Night Hags that are above level 5?
3. Can Hags be in covens larger than 3 members?

They are able to cast just fine, as long as they spend the appropriate actions. They do not need innate spells to be able to cast a coven spell.
2. Are all coven spells considered level 5 unless specified? And what does that do to spells added from Night Hags that are above level 5?
Innate spells can be any level, so they would likely follow the "Up to 5th level" rule. This would only affect counteracting the spells and any spells with the Incapacitation trait. It would otherwise function the same as normal.
3. Can Hags be in covens larger than 3 members?
Yes. The first line of the Covens entry says "This monster can form a coven with two or more other creatures who also have the coven ability." So that means at least the monster, and two others, but there can be any number more.

The rules say at least three, but with more comes more danger. All members of the coven become Elite, and a coven implies they are more likely to work together. But the larger the coven becomes, the more likely there's infighting, so finding a coven larger than three is probably unlikely.
