Specifically the shifting rune if I had the shifting rune on a Greatsword could i shift the weapon into say a longbow or heavy crossbow? I know that crossbow's say 2-hands and bows are 1+.

Effect The weapon takes the shape of another melee weapon that requires the same number of hands to wield.
So no, that's not allowed.
