[P2] Staves and Shifting Rune

Is there a PFS consensus, can I use the Staff to cast the spells while it is Shifted as a different weapon?

There is nothing PFS specific about this. No PFS specific rule, no special, universal PFS consensus.

I don't buy the arguments against it working. That has no impact outside of my tables. Other people seem to be solidly convinced that it can't work.

Honestly, I think that with these "is there a PFS consensus?" threads about rules people argue about, you're looking for something that doesn't ever really exist. Outside of the very rare official rulings, you're dealing more with a lot of individuals running things to their best understanding of what is correct, not a committee that's settled on a working position.
