Stat boon question

I've got a boon that permanently bumps an ability score of 14 or lower by 2. Can I bump an ability score that was improved to 16 (was 14 before that) via a personal upgrade?

And another question while I'm at it - does this boon bump act like a permanent ASI, or as an augment?

When looking at these types of boons you don't take into account any upgrades. So yes, it would work.

On your second questions, it is a permanent increase.
