How can a permanent Paralysis of a Lich be cured?
The spell Remove Paralysis is only for spell-paralyze.
And even if so, would you have to learn remove paralysis in a 5th level spell slot to try to counteract a Lichs 6th Level paralysis?

The lich's 'Paralyzing Touch' is listed as 'Arcane', which means it's magical and Remove Paralysis works on it.

And yes, you'd need at least a 5th level 'Remove Paralysis' to get rid of the lich's paralyzing touch...but you don't 'learn' spells in a slot as a Prepared caster, so a Cleric or Wizard of appropriate level can just prepare the spell in that slot.

A spontaneous caster will have more issues, but that's true of a lot of condition removal.

The lich's paralyzing touch is also a 'Curse' effect, so Remove Curse would also work (though, like Remove Paralysis you'd need a 5th level or higher version).
