This is all correct, yes.

For additional support for this position, note that the small town in Taldor where The Dragon's Demand takes place has a functioning schoolhouse. So commoner children are regularly taught to read in Taldor and have been for generations, since the schoolhouse is treated as neither new nor unusual.

That's pretty indicative of near universal literacy anywhere where a mail service is likely to be taking a message in the Inner Sea region, and Tian Xia, Casmaron, Arcadia, and Southern Garund certainly do not seem like they're less advanced in this regard.
