Yup. Calliope emailed me last night that it was fixed, but it's not fixed. Earlier I could download a corrupted file. Now it's just stuck on "Personalizing.....". I already emailed back that it's still broken. Hope to hear/see something today and follow up here. You're not the only one, my brother has this issue also.

This issue should be resolved for users attempting to download the file for the first time. For those who tried previously and had trouble, you may need to take some additional steps to resolve things on your end:
If you're stuck with a small zip with a zero-byte PDF inside:
Click the "Having trouble downloading?" link below the download link to force the file to regenerate.
If you're stuck on "Personalizing...":
I cleared the stuck files earlier today, so you should just be able to try the download again.
Others should try clearing their browser cache, or trying the download from incognito mode or a different browser or device.
