NPCs and Monsters Multiple Attacks

A very basic question, but one that I couldn't find a clear answer in the basic book: can NPCs and monsters make multiple attacks? If so, are the penalties the same?

In order to avoid answering a question with another question:

Yes.

Every rule governing player character combat should be assumed to apply to NPCs and monsters as well. Everybody can spend an action on a Strike, for instance, and the rules for Multi Attack Penalty work the same.

For instance a monster with an attack marked "Agile" could spend all its three actions making three attacks, at +0, -4, and -8 respectively. Whether it chooses to do so entirely is up to you as the GM.

A monster could concievably use any of the actions available to PCs. A monster could try to Demoralize a player character, for instance. Or use Climb, or Balance, or any other action (as long as you feel their skills, intelligence and general shape allow it).

There are exceptions, or rather, special abilities monsters get to much more easily than PCs. These are listed in the appendix in the Bestiary.

I'm talking about the way plenty of monsters have a "Grab" ability, for instance. They don't need to make a separate check to succeed grabbing a PC, like how the regular rules for grabbing PCs must follow work.

I think the way the text was written, always talking about "your turn" or "your action" made me think that it only spoke from the players' perspective.

In addition, I think I have the mentality of the previous edition, where the information about multiple attacks by the NPCs was, for example, Dagger + 12/+ 5, and now only the information from the first attack is presented.

All the rules governing actions apply to monsters/NPCs just as to players, unless explicitly noted otherwise. Yep, the lack of +X/+X/+X notation in attacks likely throws PF1 vets off balance, but that's just a matter of changing your habits.
