Chill Touch and Reach Spell feat

If you cast chill touch with the reach spell feat do you have to make a ranged spell attack roll?

No. The only thing that changes is the Range.

Spell Attack Rolls always use your Spellcasting Stat, so there is no real difference between a "ranged" and "melee" spell attack roll, they use the same stat.

Chill Touch is Save Based. There is no Attack Roll.

It's also worth noting that chill touch no longer has the Attack trait. Errata removed it from it and many other spells.
