Confused about something in the order history

I ordered a book a while ago (Order #19959441) and it dispatched, but I've not received it yet and in order history it says it's "complete." Does this just refer to it having been dispatched, or does it refer to when the delivery is completed?

Once an order has been listed as "fulfilled", that means that the order has shipped fro our warehouse. Our warehouse was briefly closed as a precautionary measure to protect our warehouse staff during the COVID-19 pandemic, and reopened in mid-April.
