Pregenerated Character Kyra - Abilities Question

Hey!

I look at Kyra Level 1 Pregen and I can see that:
DEX == 12 / +1
Stealth == 0 / Based On DEX
Thievery == 1 / Based On DEX

Am I missing something or this is an error (Stealth should be +1)?
I understand that someone such bright and shiny and distinguising from crowd would have reduced Stealth, but by RAW, it should get modifier from DEX.
Right?

She's wearing a Chain Shirt which has the Noisy Trait. The -1 Armor Check Penalty applies to her Stealth.

Don't have her sheet in front of me right now, but is she wearing a chain shirt? That would apply a -1 ACP to her stealth, regardless of strength score.
