Spell gems question

Greetings! Should i use spellgem as move action or as standart action? And do i understand correctly, all envoys can take Spell gem understanding, not only ones with magical expertise?

You use the spell’s casting time, unless its shorter than a standard action, in which case you use a standard action.

And, all Envoys have access to the Spell Gem Understanding improvisation, which allows usage of a spell gem as if you were a caster.

The above is correct but further modified if you're not a spellcaster and are using a Spellthrower fusion. Those take a full round action, IIRC.
