Does anyone know if there’s a business that will buy, paint and ship a miniature for you?
(I guess the buying doesn’t matter - I can post them to someone).
I am not aware of any business of any size that will paint an existing unpainted miniature for you -- just a few individuals who are so fond of painting miniatures that they will do it for people they know and like. And since I am fairly sure we are on different continents, they would be of no use to you.
But have you taken a look at Heroforge? The Heroforge 2.0 Kickstarter was in support of an upgrade that will let you design colored minis which they will then arrange to have 3D printed and shipped to you. Kickstarter supporters could pay extra to have a few miniatures hand painted, but I don't think they will be doing that on an ongoing basis. They should start filling orders for 3d printed colored minis this summer.
How well that would work for you would depend on how close you can get to your desired mini with their design tools.
