The Enthroned King: A PF1 intelligent item conversion.

So I'm trying to convert this item:

Spoiler:
The Enthroned King (Minor Artifact)
Slot —; CL 13th; Weight 2 lbs.; Aura strong evocation and necromancy; Alignment neutral good; Senses 60 ft. (darkvision)
Int 16 Wis 16 Cha 19 Ego 16
Languages Common, Dwarven, Terran, Undercommon

DESCRIPTION

Roiling blue smoke fills this small glass bottle, occasionally forming an aged face that vanishes just as quickly.

EFFECTS

So long as the bottle is worn openly on a creature’s body, the Enthroned King’s inspiring presence grants its carrier a +1 luck bonus on all ability checks, saving throws, and skill checks. The spirit trapped within is utterly devoted to protecting dwarves.

Three times per day, the Enthroned King may invest his wielder with some of his own immortal life force, granting her 1d10+10 temporary hit points.

DESTRUCTION

The Enthroned King must prostrate himself before a powerful servant of the dwarven guardian of the afterlife—a task that requires him to once again have a body rather than his current form of only dust and breath.

The temp HP part is easy; just round it up to 20 HP like they do for hit dice. The luck bonus is a little trickier. Obviously that isn't a thing, and a +1 to EVERYTHING seems kinda unprecedented for an item in PF2. My first thought was that he's a vast store of ancient knowledge. So a +2 item bonus to Recall Knowledge actions feels appropriate. It also occurred to me that per the GMG he could instead have his own skill bonuses, which would be interesting, but in practice he wouldn't have any up to date knowledge on Society, which would probably be a king's best skill.

Anyone have thoughts?

Perhaps the king is so wise that they're able to predict future events relating to society and nations? That could be represented by a society modifier which it could use to give advice to a PC. Perhaps it can cast Augury without the flat check or something?

I'm a little leery of handing my party more divination. They have a playtest Oracle right now who leaned heavily into that school, and I have to spend a lot of time thinking up cryptic Omens they can Read and Augury results and such.

I suppose prediction based on knowledge isn't totally out of the question... I could also focus his knowledge into ancient things that are still relevant to the story, and give him really high Lore skills for those.

So looking at the pink rhomboid aeon stone for the temp HP, and how things like the Luck Blade have had their item bonuses turned into once per day fortune effects, plus the GMG guidance, this is what I have.

Roiling blue smoke fills this small glass bottle, occasionally forming an aged face that vanishes just as quickly. The spirit trapped within is utterly devoted to protecting dwarves, and especially the Sky Citadel of Kraggodan.

Activate Envision; Frequency three times per day; Effect the Enthroned King invest his wielder with some of his own immortal life force, granting her 15 temporary hit points.

Activate Envision; Frequency once per day; Trigger: You are hit or critically hit with an attack, but damage hasn’t been rolled yet; Effect You force the attacker to reroll the attack roll and use the worse result. This effect has the misfortune trait. The Enthroned King uses his energy to try and deflect a decisive blow.

I'm a little unsure if it is too powerful. Afterall, the aeon stone is only one level lower and only works once per day. I suppose I could make this effect once per day as well?
