I just reduced the Stell Shield Hardness and HP from the Sturdy Shield versions and use it as runes to add into other shields
A Minor sturdy rune will add 3 do hardness and 44 to HP
A Lesser sturdy rune will add 5 do hardness and 60 to HP
...
A Supreme sturdy rune will add 15 do hardness and 140 to HP
The cost is the same from a sturdy shield of the same affix.
With this you can have a Supreme Indestructible shield for 64.000 PO
Hardness 33, HP 230, BT 115.
A Moderate Forge Warden with Hardness 19 and HP 108 for 1.975 PO

Armor and weapons both have 2 kinds of fundamental runes, why shouldn't the same be true for shields? One type of rune to increase hardness, another to increase HP. As for why, I feel like having the whole package in one place is a tad too convenient, and we all like our fiddly bits anyway, don't we?
But yes, I like this idea.

It's possible but I don't know how to break the price down for each part (hardness/HP)

I really like this as a way to patch the system because I agree that Shields are too fragile. I think the Runes should follow the same pattern the other Fundamental Runes use in that there is a limit to 3 tiers for both Weapons and Armor. I also think the name needs to be changed so as to avoid confusion as it relates to applying these to a Sturdy Sheild which I suspect would be super-duper common for Shield focused PCs.
I think something along the following lines would be more appropriate since it follows the pattern for both the Item Level as well as the 3 tier Fundamental system with similar pricing to the existing Armor Runes.
(Level 5)Hardened +1: 6 Hardness, 50 HP; 100-150 gp
(Level 11Hardened +2: Rune: 12 Hardness, 75 HP; 750-1000 gp
(Level 18)Hardened +3: 18 Hardness, 100 HP; 15,000-17,500 gp
Since you can apply Fundamental Runes to even existing Magic Items (Such as the Sturdy Shield, Lion's Shield etc) I think this can create a great breadth of options for players who want between an improved "weaker" Shield (Hardened Buckler - 6 Hardness, 56 HP [BT 28]) for a fair price all the way up through those who want a truly awesome one [+3 Hardened Supreme Sturdy Sheild - 38 Hardness, 260 HP [BT 130]).
The naming convention is the stickiest part here since using numbers can be confusing as it can infer different things than what it's actually doing but it also is troublesome since actual Shields also use the same kind of naming pattern as Runes typically do so that'd be a challenge to tackle but it's less important I think for homebrew since you'd be using these rules in direct communication with the players anyhow to explain what they do.
