When creating a lvl 1 Bear companion, rules say 8hp (heritage) + 6hp + con modifier per level, should that be counted at level 1?

Should that rule in the thread's title (rulebook page 214) be applied at level 1 (for a total HP of 16 for a lvl 1 bear), or should it only be applied PAST level one?

Yes, it applies at level 1. It gets "ancestry" HP from its type, and "class" HP from being an Animal Companion.
