The rules are clear in that you cannot collect and sell snares in their incomplete form. However, what if they are not in their complete form, such as when they have not yet been set up; or have been set up, but were successfully disarmed before being triggered?
Could someone go around disarming and collecting his untriggered snares for future use?

Not according to the Snare rules, no.
Snares
Snares are small annoyances and simple traps you can
create using the Crafting skill if you have the Snare
Crafting feat (page 266). Creating a snare requires a
snare kit (page 291) and an amount of raw materials
worth the amount listed in the snare’s Price entry. Unlike
other items, found snares cannot be collected or sold in
their complete form. Snares have the snare trait.

Edit: I just re-read the title and realized I answered the wrong question. As far as disabled or triggered "found" snares go, I would say generally the answer would be no with a caveat. You could allow a character to reclaim a percentage of a disabled snare, but how much they would be able to reclaim would be entirely up to the GM. If for instance a Rogue were to critically succeed on a Disable Device check, meaning they did almost no "damage" to the snare to disable it, they may be able to reclaim a significant portion of the Snare.
We don't have rules governing this specifically, so you would have to fill in the rest for yourself as far as I can tell.
One interesting thing I just realized:
You can automatically disarm a snare that you
personally Crafted without triggering it by spending an
Interact action while adjacent to the snare.
This is an extension of the logic from my last point. If a snare isn't triggered, but it is disabled, is it destroyed? Could a ranger with Snare Specialist reclaim unused or un-triggered Snares after a battle?
This could be interesting as it would allow a ranger to use their snares much more freely. It also adds some value to non-snare specialist snares, as they wouldn't be wasted if unused. I'd be interested in some opinions on this.

This is what I was asking. I wasn't asking about collecting triggered snares (I don't think you can), but about un-triggered snares that had been successfully disabled.
