I can't seem to find any info anywhere for determining a monster's proficiency level. As a GM, I'd very much like to know if my BBEG's minions have a high enough proficiency in Perception to detect the party ranger's snares.

It's listed on p. 7 of the Bestiary for precisely this kind of situation.
Specifically, monsters are generally considered Expert in Skills at 5th, Master at 9th, and Legendary at 17th. And are generally always considered at least Expert in Perception, but Master at 7th, and Legendary at 13th.
They note that the GM can adjust these, but those are the general rules.

I mean they give you their level, their ability modifiers, and their Perception/Skill modifiers. It's not that hard to determine that a Level 8 Axiomite with +5 Wisdom and +19 Perception is Master in Perception.
19-5-8=6
+6 = Master
except that's not how monster stats are built or derived.
Level 8 creatures have stat modifiers that range from +3 to +7 and Perception ranges from +11 to +21 it's not just a matter of subtracting numbers as they won't necessarily add up.

But those numbers do add up. 8+3=11. That's be the lowest possible Perception for level 8 with +3 WIS and Untrained Proficiency. 8+7+6=21 which is only Master.

Firstly, untrained adds nothing, not even level, but more importantly, the point Vlorax is making is that, by the monster building rules, a level 8 creature with a -4 Wisdom Mod can have +21 Perception because Wisdom and Perception are completely de-linked on a mechanical level for monsters.
Now, that would be unusual because, thematically, high Wis and Per usually go together and creatures are built with theme in mind, but it's not impossible, as the two are completely unrelated mechanically.
