I believe those glaive traits you mention are of a different tier of trait. In the playtest these weapon abilities were referred to as 'qualities' and were clearly distinct from the trait-tagging system. Any magic item should still have the weapon traits that come with the base weapon--the traits Uncommon/Enchantment/Magical describe this glaive rather than list the abilities it has.

I think it's more that if an "item" (for example a magic item or a feat) builds on top of something else, they don't always copy in all of the traits of the thing beneath, but only the new traits.
Compare this for example to a fighter feat, like Double Slice. Clearly, you're making attacks, but it doesn't have the Attack trait; it relies on you knowing that Strike has the Attack trait.
So in this item, they rely on you already knowing what a glaive does, and only listing the new properties. Note for example that it also doesn't have it's regular base damage listed - if the new description overwrote everything, then it wouldn't do any damage either.
