If you succeed or worse on the save, you are enfeebled X for the entire 1 minute duration.
Many spells that inflict conditions do so for their entire duration. Usually it is pretty clear when this is not the case.
For instance, Color Spray can inflict multiple conditions for different amounts of time.
Duration 1 or more rounds (see below)
Swirling colors affect viewers based on their Will saves.
Critical Success The creature is unaffected.
Success The creature is dazzled for 1 round.
Failure The creature is stunned 1, blinded for 1 round, and
dazzled for 1 minute.
Critical Failure The creature is stunned for 1 round and blinded
for 1 minute.
You can clearly see that Color Spray specifies how long each condition lasts. If a spell inflicts a condition and does not specify the length, it is usually a safe bet that the condition lasts for the length of the duration of the spell.
On a failure a creature is Stunned 1, blinded for 1 round, and dazzled for one minute. Stunned has an inbuilt "duration" mechanic, so would reduce the number of actions the opponent can use by 1 on their next turn, after which they are no longer Stunned, but may still be suffering from the other effects.
However on the Critical Failure result, it changes the duration of the Stunned effect to 1 round. With conditions like Stunned, this means that they suffer the full effects of the condition, notably not being able to act, for the entire first round they are suffering from Color Spray.
