If I get 8 skill ranks per level, at minimum I get 8 skills leveled by a hard maximum of +1 every level. If I am reading correctly, a Skill cannot exceed your character level. Which means having 7 or less skills at a higher rank isn't option, assuming you want to spend all your points.
I suppose the specialization of skills comes not from skill rank ups, but your bonuses from feats, themes, ect.?

If you didn't spread your skills out yes.
You could theoretically at second level have 1 point in 16 different skills.

Eyup. Thats deliberate. We don't want the first level hacker to have a +20.

Eyup. Multiple people with high mods tend to overlap a fair bit.

Yep.
Just note that you aren't 'locked in' when you pick your first 8 points to allocate (just remember that your INT modifier can change your skill ranks per level, it could be 7 or up to 12 depending on your smarts).
You can allocate your skill ranks as desired each level, in case you wanted to spread out instead of focusing on a few skills. So at level 8 you could have 7 ranks in a particular skill, if you felt that extra rank could be more useful elsewhere.
