So, this is a character introduced in Age of Ashes as having been an important person in the Bellflower Network and in the Silver Ravens during the events of 4715-16, yet does not appear in the narrative of Hell's Rebels. How, if at all, have people approached her use as an NPC in Hell's Rebels games? Has she been a team member or leader (a la Korva Fushi or Forvian Crowe (puns!))? Has she been an ally or cohort a la Laria or Zea? Is she a presence in the countryside a la the Desnan priestess or the aquatic elf leader? What stats, if any, have 1E gamemasters given her?

The name is listed in Faiths of Golarion as the source of a holy text of Chaldira Zuzaristan, The Fables of Peltry: "Tales of the adventures of Nolly Peltry, who survives and succeeds with help from diverse and fantastical allies, are popular with children while still valued by adults. (p. 8)

Looking at her entry and how she's used throughout the adventure, it would make sense for her to be someone that worked at Longroads.
Or, if you've played through Hell's Rebels already and then running Age of Ashes (in which case it tells you her current duties in Kintargo) I'd either change her name to match an NPC that was used in Hell's Rebels or have her explain that she spent most of the rebellion outside of Kintargo, possibly over in Vyre (or a completely different country) working with Laria to set up places for escapees from Kintargo to live.

Her backstory indicates that she has only recently established herself on Kintargo as a local leader of the Bellflower Network, previously acting more as a roaming field agent. So you have a default reason why she's not present in HR. If you do want to include her before that, she might be an up-and-coming field agent eager to work with and learn from the PCs (and happens to share a couple of Nolly folktales).

She's described as "legendary as a tiller in her own right", so I'd suggest that "up-and-coming field agent" isn't quite right.
And her backstory specifically says she stayed in Kintargo and actively participated in the rebellion, "allying with the Silver Ravens and orchestrating the aid of other Bellflower Network agents".
Of course we can completely ignore all that, but as zimmerwald is noting, it opens up some new opportunities!

For 1e, she might be a (CG Female halfling fighter 6/rogue 3/Bellflower tiller 3). This makes her a level 12 but CR 11 character, her CR matching her 2e level.
Fighter 6 yields bravery +2, which she can apply to allies with Inspiring Bravery (Ultimate Intrigue 85) to yield her Inspiring Presence salient 2e ability.
Rogue 3 and Bellflower tiller 3 together yield her 3d6 sneak attack.

So, the Firebrands book, coupled with Tomorrow Must Burn and Legends, makes it pretty clear that the Fallows siblings and Ranik Helt were involved with the Silver Ravens. Firebrands also adds Liusurro Gadwing, Burdice "Honey" Hillcrest, and Futhark the Anvil.
For folks running Hells Rebels, the Bellflowers (Nolly, Magdalena, Martum, and Ranik) fill in nicely the Bellflower Network bonus team players get in Book 4. Magdalena and Martum have 1E statlines in the Adventurer's Guide (CG female halfling rogue 7/master spy 6 and CG male halfling rogue 5/Bellflower tiller 8 respectively). Nolly's I'd modify from the above to take into account that Mialari seems to have lost a sneak attack die in the transition from 1E to 2E - rogue 3/fighter 2/bellflower tiller 6 yields 4d6 sneak attack dice in 1E, and a character level of 11, while preserving at least some bravery. Keeping Ranik on par with his fellows makes him something like an NG male halfling bard 12, and his eponymous feat in Firebrands maps pretty well to 1E's Spellsong.
