Surprise Attack Wording

"You spring into combat faster than foes can react. On the first round of combat, if you roll Deception or Stealth for initiative, creatures that haven’t acted are flat-footed to you."

Based on that wording, can a Rogue use Deception or Stealth for their initiative roll on a regular basis instead of Perception? Or is it still the normal "Perception by default, other skills based on the circumstances"?

They roll deception or stealth for initiative in the same circumstances where any character would. They just gain extra benefit when that happens.

Plus, the premise is that the rogue is going to spend most of his time either sneaking about or lying through his teeth, so Deception or Stealth for initiative is his schtick.
