I am running HK Hill and need to change some of the encounters slightly. In one room I want to create a custom lvl 3 Human npc caster.
Is there a guide where I can do this?

The way I've eventually come around to doing it (if they are an enemy) is that I use the document Paradozen linked above.
I typically build them like a creature of that rating would be and then I go through and build a character in herolab online (not a fan of the program but it makes it faster for me) and I take all the spells and feats that they would have had and add those to the stats I built with the creation document.
Not sure if that is a help. I would not recommend just making a PC build caster if they are an enemy. PC builds tend to not be as stout for a proper encounter with a party.
