Put some really painful sores on their fingers that never heal unless the curse is removed and give them a -1 penalty for anything involving their hands? I could see a cleric of, say, Calistria doing this to someone who writes a nasty letter to them.

Absolutely.
You place a curse on the subject. Choose one of the following.
-6 decrease to an ability score (minimum 1).
-4 penalty on attack rolls, saves, ability checks, and skill checks.
Each turn, the target has a 50% chance to act normally; otherwise, it takes no action.
You may also invent your own curse, but it should be no more powerful than those described above.
The bolded option there includes almost every d20 roll, which would include most (all?) of what they can do with their hands. If you're worried about "anything they do with their hands" covering something not included you could reduce the penalty to -3, but since "anything they can do with their hands" is almost certainly less than the written curse I wouldn't worry.
